- Site has an unstable power supply or no Uninterruptible Power Supply System
- Major events are scheduled which will increase site risk
- Probability of a natural disaster is moderate to high
- An important blow to reputation results as state and regional business and financial leaders react with negative response to the situation
- Low rate of change
- No environmental or physical problems at the site
- Function is not critical to the recovery of other functions
- Localized business impact and resentment results in moderate loss of reputation as a quality provider or only internal impact to the Corporation's image or reputation is felt
